As one sees the maps closer in towards the actual City of Atlanta, it is clear how the highway system defines the boundaries of "Atlanta". The biggest definition comes from I-285 which circles the City of Atlanta. For people who live in the Greater Atlanta Metro Area, locations are defined as ITP or OTP.
Yes, you are correct - Outside The Perimeter is OTP and ITP means Inside The Perimeter.
The Airport is near College Park in the center of the bottom of the map.
